Why did I get a violation notice?
When purchasing property in this deed restricted community, the owner is bound by a Declaration of Covenants, Conditions and Restrictions. This document, along with supporting guidelines that the Association may from time to time approve, describes the restrictions and/or processes that all lot owners must adhere to. Violation notices (letters) are sent by the Association or its managing agent to lot owners who are found to be in violation of the governing documents. If you receive a violation notice, you are required to correct the specified violation in a timely manner and ensure ongoing compliance. If you have additional questions regarding violation letters, please contact management.
Are homeowners allowed to attend regular board meetings?
Yes, all Association members are welcomed and encouraged to attend regular board meetings. Routine Association business is openly conducted during these meetings so owners get a “behind the scenes” look at the work and/or decision making that regularly takes place on their behalf. Signs are posted in advance of each board meeting.
Do I have to pay my annual assessment?
Yes, the annual assessment is mandatory. As a lot owner you are bound by the Declaration of Covenants, Conditions and Restrictions to pay an annual assessment amount as determined by the Association. The assessment amount is the same per lot for each of the 118 lots within Phoebe Park. The annual assessment notice is sent via regular mail to the owner of record for each lot in accordance with community documents and Florida Statutes. The Association’s remedies for non-payment can be found in the Declaration mentioned above. Late notices are not required, so the board will send them at their own discretion.
What do I do if I notice a violation within the subdivision?
First, you should review the documents to determine if a violation has indeed occurred. Second, you should contact management to make them aware of the violation. If the violation is readily observable, management will verify the accuracy of the complaint and take appropriate action. If the violation is not observable, the Association will require you to submit a signed complaint form detailing the violation. Following receipt of the signed complaint form, management will seek to have the violation remedied.
Do I have to get permission to make an exterior change to my property?
In a word, Yes! Each owner is required to obtain Association approval prior to painting or making an exterior change on their property. Request forms can be found under the “documents” section of this website. The completed and signed architectural request form must be submitted along with all necessary details, sketches, plans, color swatches, etc. to management. If you have any questions regarding the process, please contact management.
Who is the management company for Phoebe Park Villas?
The Phoebe Park board of directors has selected
Vanguard Management Company. The management
company is the central point of contact for residents on any
concerns, complaints, questions, or suggestions regarding
Phoebe Park neighborhood issues. They also handle the
collection of monthly fees, payment of our Phoebe Park
expenses, and communications with contractors such as
our landscape contractor, pool service, insurance agent, etc.

How do I get my name programmed into the gate directory?
Submit the form found in the ‘Documents’ section of the
Phoebe Park website PhoebeparkHOA.com
Can I open the gate from inside my home if my guest is at the gate?
Yes. If the guest is calling you from the gate directory phone,
(not his or her cell phone), press 9 on your home phone while the
guest is still on the gate phone, and the gate will open.
If I am in a car and do not have my remote control with me,
can I open the gate?
Yes. There is a code residents can use to open the gate from
the keypad at the gate entrance. The current key code is:
#5412. This code changes from time to time for safety and
privacy. Residents are notified when the code changes. For the
security of all residents, please do NOT give this code out to
contractors or guests.
How do I get a remote control for the gate?
Sellers should pass along the gate remote control to buyers upon
closing. If you need another remote or if yours no longer works,
replacements may be obtained by submitting the form found
in the ‘Documents’ section of the Phoebe Park website
PhoebeparkHOA.com at a nominal fee.
What hours is the pool open?
Daylight only —dawn to dusk
What is the age limit for children?
Children under the age of 14 must be accompanied at all times by
an adult resident of Phoebe Park.
How do I get a key for the pool?
Sellers should pass along their pool key to buyers upon closing.
Replacements may be obtained from Melinda Walsh at
15763 Phoebepark Ave. at a nominal fee. There are two locks
on the pool gate entrance.Your key operates the bottom lock.
The top lock is used when the pool must be closed for safety
reasons.
Can guests use the pool?
The Phoebe Park pool is for the exclusive use of Phoebe Park
residents and their guests. Residents from other neighborhoods
are not permitted to use the Phoebe Park pool unless accompanied
by a Phoebe Park resident.
Are there rules for using the pool?
Yes, they are posted at the pool — no smoking, no glass containers,
no diving, no swimming after dark, no life guard on duty, no pets,
and other rules as posted on the side of the bath house.
How do I get access to the other pools and amenities within
FishHawk Ranch?
FishHawk amenity access cards are issued by the Resident Services
office 813-578-8884. Be sure to ask what documentation you will
need to bring with you and their hours of operation. The Resident
Services office is located at the Osprey Club at 5721 Osprey Ridge Dr.,
directly opposite Bevis Elementary School.
What are the trash pick-up days?
Trash pick-up days are Wednesday and Saturday. Please do
not put out your trash containers earlier than nightfall of the
night before pick-up as they attract animals and are often
knocked over or torn open.
Is there a ‘make-up’ day if the regular trash day is a Holiday?
No. You must wait until the next regularly scheduled pick-up day.
What about recycled trash and lawn/garden debris?
Recycled material pick-up (blue container) – glass, bottles, cans,
newspapers, cardboard, etc is Wednesday. Tree, leaf and lawn
debris is picked up curbside on Wednesday.
Can I park on the street?
NO! Phoebepark Ave. and Phoebenest Dr. are very narrow roads.
Cars parked on the road can potentially prohibit emergency vehicles
or large trucks from getting to their intended destination, and your
own car is much less susceptible to being hit or vandalized if we
adhere to a ‘no parking on the street’ policy. If you need
temporary additional parking for overnight guests, please use the
parking spaces near the pool. This is a big, big safety issue on our
narrow streets, and we need everyone’s compliance to help keep
Phoebe Park safe for traffic.
What insurance do I need on my home?
Your Phoebe Park villa is a ‘home,’ not a condominium and not a
townhouse. You are required to carry appropriate homeowners
insurance on your home, generally referred to as an ‘HO-3” form.
Please make certain your insurance agent understands that a
homeowners policy is required, not a condominium policy.
The homeowners association does not carry insurance on your
dwelling (villa) or your personal property. The Management company
requires a copy of the Declaration page of your insurance policy
be sent to them on the anniversary date of the renewal.
Failure to do so will result in fines.
What if I have exterior maintenance issues with my home?
Your Phoebe Park Declaration of Covenants document details the
responsibilities of the HOA and the responsibilities of the owner
regarding exterior maintenance of your home.
What about my mailbox?
It is the homeowner’s responsibility to maintain your own mailbox.
All mailboxes throughout Phoebe Park and FishHawk must maintain
the same appearance as originally installed. For repairs or replacement,
you can contact Creative Mailboxes, 813-818-7100.
What about my roof and exterior paint?
The HOA, through your monthly dues, sets aside reserve funds for
periodic replacement of entire roofs and painting of exterior structures.
The purpose is to ensure that the exterior appearance of all villa homes
will remain the same over time. This work will be done as needed when
determined by the board of directors. Removal of dirt, mildew, and
stains from exterior surfaces of the home is the responsibility of the
owner as needed. For touch-up purposes, the paint colors are listed
on the Phoebe Park website. Paint can be obtained from any
Sherwin Williams store.
Must my pets be leashed?
Our documents specify that ‘owners of a CAT or DOG shall be
required to keep same on a leash at all times unless kept in
enclosed area.”
Where can I walk my pet?
You can walk your pet along any street in Phoebe Park; however, you
must carry a bag and pick up any pet waste. Please note that the
undeveloped area at the ends of each of the cul-de-sacs is NOT common
property—it is owned by the villa owners on either side—and all pet
waste must be picked up in these areas.
How many pets can I have?
Our documents specify that ‘No more than a total of two (2) cats, dogs,
or birds may be kept on any lot.
Excessive speeding on Phoebepark Ave. and Phoebenest Dr. is our
most common neighborhood complaint. Please obey the speed
limit which is 15 mph everywhere in Phoebe Park.
Report burned out street lamps to TECO at 813-274-3101 or on
their website: tampaelectric.com. You will need to know the
10 digit pole number that is printed on the side of the pole.
Report broken sprinkler heads or landscape problems to Vanguard
Management.
We are blessed to be surrounded by beautiful natural resources;
two ponds, conservation areas and fantastic wildlife. Please help us
preserve our fragile eco-system and our wildlife by remembering
the following:
Do not feed the natural wildlife, especially the alligators (yes,
we do have alligators occasionally in and around our ponds)
and the beautiful birds who regularly visit our neighborhood.
Feeding wild animals interfere with their natural ability to
survive and can be dangerous.
If your property borders onto conservation property, know where
your property ends and CDD-owned property begins. All
conservation areas and CDD property must be left in its
natural state and owners may not infringe upon or make
man-made improvements to CDD-owned property without
permission from the CDD.
Please take special care to keep any debris from entering our
ponds, either from your property or via the storm drains.
Picking up newspapers and any other materials from your
driveway or on the street will help keep our ponds healthy
and beautiful. It is everyone’s responsibility to keep our
neighborhood clean!
